On September 24, 2019, Nancy Pelosi, the Speaker of the US House of Representatives (House), launched a formal impeachment inquiry into President Donald Trump. The investigation was triggered by allegations that Mr. Trump had asked Ukrainian President Volodymyr Zelensky to look into the business ties of 2020 Democratic presidential candidate Joe Biden's son, Hunter. Allegedly, in order to persuade Zelensky to agree, the US president withheld federal military aid from Ukraine.         My dad says that this is not an impeachment as the house needs to call for a vote and win the vote to be an impeachment. I find it very confusing

          Yes, this is not an impeachment yet; this is an impeachment inquiry. As seen in the chart in the article, an impeachment inquiry is the first step of the impeachment process. The House Judiciary Committee must pass a simple majority for the vote to go to the members of the House. If the vote passes the House, then the President is said to be impeached but not removed from office. If the vote passes the Senate, the President is convicted of the crime and removed from office.

The Whistleblower Protection Act prevents harassment of whistleblowers in the United States. Edward Snowden leaked NSA information to the public in 2013; thus, he is a whistleblower.
